Step 1 — Check the property and minimum conditions
Before any paperwork, confirm the property can actually be an AL. You must have title to run it — be the owner, or hold a contract (lease, loan-for-use) that expressly authorises accommodation use — and the property must offer minimum conditions of habitability, hygiene and comfort: connection to the public water, electricity and sewage networks, sanitary facilities and structural safety.
Also confirm which modality you fall under (house, apartment, hospitality establishment or rooms in your own residence), because some requirements vary with it, and check whether the property is in a containment area. Some municipalities limit or suspend new AL registrations — and in those zones the process is longer and can be refused.

Step 2 — Register at the Single Counter and get the RNAL number
Registration is a prior communication with deadline, submitted online at the Single Electronic Counter (accessed via the Balcão do Empreendedor / ePortugal portal), authenticating with Digital Mobile Key or citizen card. You identify the holder, the property, the modality and the capacity, and attach the required documents — among them proof of title and proof of insurance.
On submission, the municipal council's objection window opens: 60 days in a standard area, or 90 days in a containment area. With no objection within the deadline, the registration is granted and generates the RNAL registration number (National Register of Local Accommodation) — the valid title to open to the public. Submitting it has no direct cost.
Caveat: the deadline and outcome depend on the council and the zone. Confirm the status at the RNAL/Turismo de Portugal and with the property's municipal council.
Step 3 — Take out civil liability insurance
Civil liability insurance is mandatory and covers damage caused to guests and third parties, including fire. The reference minimum cover is €75,000 per claim. Without it, the registration can be cancelled — in 2026, the lack of insurance proof was the main cause of thousands of registration cancellations in Lisbon alone.
Since 2025, proof of insurance is submitted to municipal councils through the gov.pt portal, authenticating with Digital Mobile Key or citizen card. Keep the policy active and the proof up to date.

Step 4 — Complaints book and information book
You must make the complaints book available to the guest, in both physical and electronic versions (the electronic one is managed on the official State platform). The cover sheet with the regulator's (ASAE) contact details must be visibly posted.
An information book is also mandatory, with operating rules, usage instructions and, in apartment buildings, the noise and condominium rules relevant to guests — in Portuguese and at least one foreign language.
Caveat: the official templates and the electronic-book platform are set by law and can be updated. Always use the official version in force.
Step 5 — Safety requirements and identification
For establishments with capacity up to 10 occupants, the law requires a minimum safety set, accessible to guests:
- A suitable fire extinguisher (typically ABC dry powder) and a fire blanket, the latter near the cooking area.
- A first-aid kit (box marked with a white cross on a green background).
- Display of the national emergency number (112) in a visible spot.
- Posted safety instructions and an evacuation plan/instructions.
- An AL identification plate, in the official format, by the entrance (outside, for hostels).

Step 6 — Listings, guests, tax office and tourist tax
With the establishment ready, the operating obligations remain. The RNAL registration number must appear in all listings and advertising — on your website, on social media and on booking platforms (Booking, Airbnb). Advertising without the number is an offence.
For each guest of foreign nationality, you submit the accommodation form in SIBA (Accommodation Forms Information System) within 3 business days of check-in; Portuguese guests are not reported. With the dissolution of SEF, this system is now overseen by AIMA. At the tax office, before opening, you declare the start of the accommodation-services activity (IRS category B) — handle the tax framework with a certified accountant.
